When beginning a homebrew Dungeons & Dragons campaign, one of the biggest challenges is expanding the world being played in and making it feel lived in. Newer Dungeon Masters especially will find it difficult to get from a starting city to an entire continent, kingdom, or plane of existence. However, starting with a single city where the adventure can take off provides all the tools to build a complete game. Story beats, character motivations, and the natural evolution of towns and cities will be the guide to how a compelling setting takes shape.
